Only locals in Ladakh to get ‘Resident Certificate

Union Territory of Ladakh Resident Certificate Order 2021 passed on Saturday. According to the new rules:
- “any person who possesses a Permanent Resident Certificate (PRC) issued by the competent authority in the districts of Leh and Kargil or belongs to a category of persons who would have been eligible to be issued PRC shall be eligible to receive the ‘Resident Certificate’.
- A person holding the Domicile or Resident Certificate of any other State of UT shall not be eligible for being resident of UT of Ladakh
- The order is “to temporarily define ‘Resident of Union Territory of Ladakh’ for appointment to all the non-gazetted posts in any department or service of administration of Ladakh.

Earlier The State of Jammu and Kashmir had the provision of Permanent Resident Certificate but now the UT of J&K’s new domicile laws allowed outsiders to apply for jobs, land and other facilities.
