  • India’s offensive cyber capability is “Pakistan-focused” and “regionally effective”, and not tuned towards China
  • A country’s cyber capabilities have been assessed in seven categories:
  1. Strategy and doctrine
  2. Governance
  3. Command and control
  4. Core cyber-intelligence capability
  5. Cyber empowerment and dependence
  6. Cyber security and resilience
  7. Global leadership in cyberspace affairs and offensive cyber capability.

  • Tier-I (World-leading strengths across “all” categories) countries: Only USA
  • Tier-II (World-leading strengths in “some” categories) countries: Australia, Canada, China, France, Israel, Russia and the United Kingdom
  • Tier-III (Strengths or potential strengths in some of these categories but “significant weaknesses” in others) countries: India, Japan, Iran, Indonesia, Vietnam, Malaysia and North Korea.
